Is there a way to make your dog pay attention to you at the park?

like, i like to play fetch with my dog my dog loves to run and play fetch for hours i just dont play fetch with her at the park since there are some dogs she gets freaked out and she will run away i just want to let go of the leash and let her play fetch at the park since i want her to be super fast at playing fetch.
