How do I train my blue heeler?

I have a blue heeler collie mix. she is a about a year old. She is a little skitish and I think she might not be able to learn. I want to know how to train her to follow a few simple commands like watch the house, attack the stufffed rabit, fetch, stay, not to go out of the yard, and to stay beside me when I let her off her chain.
