Why doesnt my new dog play fetch?

well, my dog she loves to play fetch our new dog we adopted him like 5 weeks now well um he doesnt play fetch if we play with a regular ball only the rubber toys why is that if i only play with the one my dog gets its like a lil soccer ball well if we only play with that ball he will chase the ball but he will wait for my dog to get it why is that?
